Palisades Overlay Project Placed On-Hold

Chair Campbell and Members of the PNA Overlay Subcommittee,

Thank you for your time and energy on the Palisades Overlay project.

With the amount of housing and land use bills being introduced in the Oregon Legislative session, there is significant uncertainty related to the City’s latitude in adopting new land use and zoning regulations at the moment. As a result, the City has made the decision to place its technical assistance for the Palisades Neighborhood Association Overlay project on hold until the legislative session concludes.

We will be removing any Overlay-related items from the March 21 City Council and March 27 Planning Commission agendas.

Once the 2023 Legislative Session concludes and bills are enacted, we will have a better sense on the future of the overlay work.

We naturally are disappointed to lose the momentum we’ve built; however, we do understand that with a changing land-use landscape you want to use your time well.  

What PNA will do:

  • We will post your message to the PNA website and add a message to the next newsletter.
  • We will cease community engagement at least until there’s clarity from the State and City as to the possibilities going forward
  • We will keep the subcommittee intact to keep communication lines open between PNA and the City related to the overlay effort
  • The subcommittee will not continue to work on the overlay in any way.
  • Once the door is open again PNA will need to discuss and decide how/if we pick up the effort.

 Question for you:

  • What can you share with us regarding potential State legislation?  We would like to track the developments in the legislature.  Any links or bill numbers would be helpful.

Thank you so much for understanding, and for agreeing to pause the development of the Overlay at the NA level. It was great to work with you on this project thus far, and agree that the collaboration has been educational and productive.

In terms of tracking developments in the state legislature, I wanted to provide a quick link to the Staff Report for the recent 2023 Legislative Session Update that staff provided to Council at their meeting on 3/21: https://www.ci.oswego.or.us/WebLink/DocView.aspx?id=2299501&dbid=0&repo=CityOfLakeOswego. This includes brief summaries of many of the bills that are currently being considered by the State Legislature, including HB 3414.

My understanding is that staff in the City Manager’s Office will be providing ongoing updates, similar to the above, at future Council meetings until the legislative session concludes.
