Wishing You Joy this Holiday Season | A Year in Review

From your Palisades Neighborhood Association (PNA) Board and Leadership Team we would like to wish all of you a warm and happy holiday season.

We are grateful for the support and feedback of all our Palisades neighbors in our continued effort to ‘hear’ all voices in our community and continue to improve livibility and connectiveness regarless of politics, race, religion, gender and more.

We have more in common than not. Below are highlights of PNA efforts and adocacy on our neighborhood’s behalf this year. Thank you to all neighbors who shared their thoughts and opinions via PNA surveys and other communication to the PNA. Here are a few things that the PNA accomplished this year with your help and support:

  • Increased our visibility and ‘voice’ with regards to City projects through consistent, on-going communication (phone, email, meetings) with the City Manager as well as directors of Parks and Recreation, Public Works, Land Use and Community Planning departments and more.
  • Increased our visibility and ‘voice’ with regards to County and Utility Company projects through consistent communication (phone, email, meetings) with officials and stakeholders.
  • Increased communication, visibility and transparency throughout the Palisades neighborhood including increased newsletter subscriptions (almost 900 now!), custom yard signs with current info, social media postings (including Zoom meeting recordings on YouTube), new and improved website, new and improved newsletter and monthly neighborhood meetings via Zoom (open to the public).
  • Ice Storm Review: Three days after our week-long power outage the PNA put together a panel of neighborood experts to review the storm and share information on how we can all be better prepared in the future.   • Advocacy through volunteerism on the South Shore Fire Station Task Force to help keep this station in our neighborhood.
  • Monthly, on-going Emergency Prep Training facilitated by the Fire Dept.
  • Monthly posts on the website and newsletter for step by step information on how each of us can be 2WeeksReady.
  • Representing the Palisades Neighborhood by engaging with Clackamas County and the City of Lake Oswego for the proposed traffic study for that plan including the Stafford/Rosemont roundabout.
  • Attending public meetings and offering feedback for new sidewalks in our Palisades neighborhood.
  • Multiple speeding surveys on South Shore Blvd.
  • Advocating with the City and the School District for safer traffic and parking at, and around, Lakeridge High School.
  • Facilitating transparency, communication and access to the developer regarding the new housing development on Stafford Road – on the former church site.
  • Hosting a city-wide forum sponsored by the Neighborhood Chairs Committee (NCC) featuring the Mayor, State Senator and County representative to discuss projects impacting our city. NCC Chair, Carole Okert, used a list of questions previously submitted by the public to address concerns. The forum was highly successfull in facilitating communication, and creating transparency, to encourage best outcomes for Lake Oswego citizens.
  • Rassekh Park: Working with City and the State the PNA successfully supported the desires of a majority of PNA residents by getting some neighborhood friendly concessions including a state-of-the-art children’s play area and a covered park shelter approved for installation. Through a lot of PNA effort we also won a grant from the State to cover at least half of the cost of these amenities. The City matched the other half from their previously allotted funds.
  • Representing the Palisades Neighborhood by engaging with Clackamas County and the City of Lake Oswego for the Luscher Area Master Plan (LAMP).

Neighborhood Enhancement Program (NEP) Project Coordinator

Primary Role:

  • Handles NEP grant applications, grant approvals, reviews receipts for reimbursement and is the single point of contact between the entire Palisades Neighborhood Association (PNA) and the City.
  • To be successfull in this role you should be organized, communicative.
  • Time commitment: From 8-12 hrs. throughout the year

Process:

  • Accepting NEP proposals: Anyone living in the Palisades Neighborhood Association can submit proposal(s) to the NEP Coordinator along with estimated costs throughout the year. They should follow the application guidelines and answer the questions related to their proposal.
  • PNA Board will Vote on Which Items To Include in our NEP Proposal: During the month of March PNA board meeting the NEP Coordinator asks the board to vote on the proposed item(s). NEP Coordinator encourages person(s) proposing the item(s) to attend the meeting to answer questions that might come up. The PNA board then votes on which items should be included in the NEP grant proposal.
  • Developing and Submitting the NEP Grant Proposalt: During the NEP grant proposal period (usually the month of May) the NEP Project Coordinator:
    • Fills out the NEP grant proposal application based on items approved by the PNA Board;
    • Gets sign offs from the PNA Chair
    • Submits the proposal form to the city in early May for the initial review process
    • Provides additional information requested by the city
    • Revises and submits the final application to the City by the deadline (typically May 31).

What Happens Next:

  • Iris McCaleb from the City forwards the NEP grant proposals to the grant review committee and then to the City Council who review it and awards certain grants.The NEP Coordinator will receive a letter of award from the City and will share it with the PNA Leadership Team.
  • As items are purchased from the approved grant list, the project close-out form is filled out by the person requesting reimbursement. They will attach digital copies of receipts and photos and then submit all to both the NEP Project Coordinator and the PNA Chair. The NEP Project Coordinator submits the reimbursement request to Iris at the City for reimbursement.
  • Reimbursement checks are then sent directly to the person who purchased the item(s).
