Traffic and Pathways Update – Spring 2025

📢 This spring there are several updates happening with respect to Traffic and Pathways in the surrounding Palisades Neighborhood Association (PNA) area.  First, many be noticing significant delays on Stafford Rd between the Rosemont Traffic Circle and Borland Rd traffic circle.  The source of the delays is utility relocation work associated with the Stafford and Childs Road improvement.  The utility relocation work is expected to continue for the next month or two and be complete in June. Recommendation is to consider alternative routes during busy times.  PNA has been reaching out to Clackamas County Engineering and PNA will continue to provide updates as this important safety improvement project continues.

👏 Thanks to all PNA members who participated in Lake Oswego’s community input for the pathways program.  Of particular importance are the Meadowlark Lane (Overlook to Ridge Pointe Dr) and the Tree Top Lane (Overlook to Fernwood Dr.) new pedestrian improvements coming based on our community feedback.  PNA has received extensive feedback about interest in safety improvements in these two areas.   PNA encourages all those interested to attend the final design open house for these improvements on Thursday April 10, 2025 4:30 PM – 6:00 PM in the Lakeridge High School Cafeteria.  To learn more about the Pathways Programs visit https://www.ci.oswego.or.us/pathways-program.

🚶‍♀️For those who maybe haven’t notice, the pathway running along the west side of Stafford and in front of the new Aquatics and Rec center is now open.  The temporary pathway on the east side has been removed and Stafford Rd is currently getting the final improvements to get ready for the opening of the Rec center.  Several traffic updates were completed between March 17 -28 but work will continue until the Rec Center opens.

🏊‍♀️ Also notable is with the opening of the Lake Oswego Recreation and Aquatics Center (LORAC). The community will have several new Level 2 chargers installed.  These are in addition to the DC Fast Chargers installed in the New Seasons shopping center.  This truly makes Palisades a very EV friendly community.

🅿️ Many are interested in parking improvements in the Palisades Neighborhood, particularly around Lakeridge High School.  PNA is working with the City of Lake Oswego and Lake Oswego School District on solutions that work for the entire neighborhood.  These discussions are on-going with the goal of developing a long-term solution that can adapt to changes that will naturally occur over time.  Please continue to follow the PNA newsletter, PNA website, and PNA general meetings as this work progresses.

Neighborhood Enhancement Program (NEP) Project Coordinator

Primary Role:

  • Handles NEP grant applications, grant approvals, reviews receipts for reimbursement and is the single point of contact between the entire Palisades Neighborhood Association (PNA) and the City.
  • To be successfull in this role you should be organized, communicative.
  • Time commitment: From 8-12 hrs. throughout the year

Process:

  • Accepting NEP proposals: Anyone living in the Palisades Neighborhood Association can submit proposal(s) to the NEP Coordinator along with estimated costs throughout the year. They should follow the application guidelines and answer the questions related to their proposal.
  • PNA Board will Vote on Which Items To Include in our NEP Proposal: During the month of March PNA board meeting the NEP Coordinator asks the board to vote on the proposed item(s). NEP Coordinator encourages person(s) proposing the item(s) to attend the meeting to answer questions that might come up. The PNA board then votes on which items should be included in the NEP grant proposal.
  • Developing and Submitting the NEP Grant Proposalt: During the NEP grant proposal period (usually the month of May) the NEP Project Coordinator:
    • Fills out the NEP grant proposal application based on items approved by the PNA Board;
    • Gets sign offs from the PNA Chair
    • Submits the proposal form to the city in early May for the initial review process
    • Provides additional information requested by the city
    • Revises and submits the final application to the City by the deadline (typically May 31).

What Happens Next:

  • Iris McCaleb from the City forwards the NEP grant proposals to the grant review committee and then to the City Council who review it and awards certain grants.The NEP Coordinator will receive a letter of award from the City and will share it with the PNA Leadership Team.
  • As items are purchased from the approved grant list, the project close-out form is filled out by the person requesting reimbursement. They will attach digital copies of receipts and photos and then submit all to both the NEP Project Coordinator and the PNA Chair. The NEP Project Coordinator submits the reimbursement request to Iris at the City for reimbursement.
  • Reimbursement checks are then sent directly to the person who purchased the item(s).
