Greetings! I was contacted by the coordinator for the LOSD/City Ad Hoc committee working on addressing the issue of a new Pool and Rec Center. I was invited to attend a meeting on Jan 30 with other NA chairs to make a 10-minute presentation on where the PNA stands on the pool, particularly about whether the Pool & Rec Center should be located on the golf course since that is in our neighborhood. I’ll need some help with that since I don’t know much about it. Please provide your thoughts on the matter to me by emailing pnachair1@gmail.com or using the links below to provide feedback directly to the committee.

The ad hoc task force — comprised of representatives from the Lake Oswego City Council and School Board and staff — are inviting major user groups in the Lake Oswego community to help inform the final proposal for this possible joint project.

  • Input Session Jan. 30, 4-6:30 p.m., Gym, Fitness Room, Golfers and Neighborhood Associations
  • LOPR Maintenance Center, Willow Room, 17601 Pilkington Rd.
  • Input Session Feb. 3, 4-6 p.m., Pool Users and Unaffiliated
  • LOPR Maintenance Center, Willow Room, 17601 Pilkington Rd.

Please click here to access the current concept proposal, the online feedback form, and list of leads who have been asked to organize verbal testimony on behalf of their respective user groups.

The user group input sessions are public meetings. Designated leads of the invited groups are being asked to give verbal testimony during their scheduled time. Other guests are welcome to sit and listen from the gallery, as well as provide written testimony at the meeting or via the online feedback form to capture all input. These feedback forms will be part of public record.

The leader from each user group will have an allocated allotment of time to provide testimony. By clicking on this link, you will find the names and contact information for the leaders who have been identified to serve as a spokesperson for each of the various user groups. We encourage you to reach out to the leaders of any groups you identify with to ensure that your input is included in that testimony.

Please note that the final “user group” at the hearings is for testimony from unaffiliated users. We hope that residents who want to offer testimony that is outside the user groups identified, but still germane to the facilities under discussion, can take this opportunity to have their voice heard at that time.

We are also providing an opportunity for written testimony relative to the user groups. Please click on the link to the online feedback form to provide written testimony. Please note that if we receive written testimony about facilities or programs other than those being considered in this process, we will forward that information to the appropriate personnel. That testimony will not be included in the final summary for this effort, which will be available to the public once the process is complete.

It is the hope of the Lake Oswego City Council and the Lake Oswego School District Board of Directors that this combined testimony, along with budget considerations, will help inform the formal recommendations that will then be shared back with the community-at-large at an Open House prior to a final vote by both bodies.

Participation from the diversity of voices in Lake Oswego will provide your elected officials with an invaluable perspective for what can sometimes be challenging decisions on behalf of all its residents

Neighborhood Enhancement Program (NEP) Project Coordinator

Primary Role:

  • Handles NEP grant applications, grant approvals, reviews receipts for reimbursement and is the single point of contact between the entire Palisades Neighborhood Association (PNA) and the City.
  • To be successfull in this role you should be organized, communicative.
  • Time commitment: From 8-12 hrs. throughout the year

Process:

  • Accepting NEP proposals: Anyone living in the Palisades Neighborhood Association can submit proposal(s) to the NEP Coordinator along with estimated costs throughout the year. They should follow the application guidelines and answer the questions related to their proposal.
  • PNA Board will Vote on Which Items To Include in our NEP Proposal: During the month of March PNA board meeting the NEP Coordinator asks the board to vote on the proposed item(s). NEP Coordinator encourages person(s) proposing the item(s) to attend the meeting to answer questions that might come up. The PNA board then votes on which items should be included in the NEP grant proposal.
  • Developing and Submitting the NEP Grant Proposalt: During the NEP grant proposal period (usually the month of May) the NEP Project Coordinator:
    • Fills out the NEP grant proposal application based on items approved by the PNA Board;
    • Gets sign offs from the PNA Chair
    • Submits the proposal form to the city in early May for the initial review process
    • Provides additional information requested by the city
    • Revises and submits the final application to the City by the deadline (typically May 31).

What Happens Next:

  • Iris McCaleb from the City forwards the NEP grant proposals to the grant review committee and then to the City Council who review it and awards certain grants. The NEP Coordinator will receive a letter of award from the City and will share it with the PNA Leadership Team.
  • As items are purchased from the approved grant list, the project close-out form is filled out by the person requesting reimbursement. They will attach digital copies of receipts and photos and then submit all to both the NEP Project Coordinator and the PNA Chair. The NEP Project Coordinator submits the reimbursement request to Iris at the City for reimbursement.
  • Reimbursement checks are then sent directly to the person who purchased the item(s).
